This workshop will focus on key issues confronting planning and zoning commissioners when considering development of multifamily housing. Panelists will discuss national and regional trends in affordable multifamily development and issues from a developer’s point of view. A veteran planning and zoning commissioner, who has seen all phases of multifamily housing development, will be on the panel to provide professional insight. The workshop will inform, identify key issues and provide practical solutions.

Kirk McClure is a professor with the Department of Urban Planning at the University of Kansas. McClure teaches and conducts research in the areas of affordable housing, economic development and real estate development. His research evaluates national housing assistance programs and the behavior of the national housing markets.


Jon Birkel is the director of residential development at Hunt Midwest Real Estate Development, Inc. Birkel’s focus is on project management and development of new residential markets in Kansas City and multiple markets nationally. He has more than 23 years of experience in architecture, design, development and project management of commercial, multifamily and single-family projects.


Don Oppliger is chairman of the Lenexa, Kansas, Planning and Zoning Commission. He has served on the Lenexa commission for more than three decades and has experienced nearly every type of development project during that time. He is also the owner of Oppliger Banking Systems, Inc.
