About the instructor:

Randy Means, a partner in the Charlotte-based Thomas & Means Law Firm, specializes in police operations and administration, serving a broad national clientele. He is a long-time legal and risk management instructor for the International Association of Chiefs of Police (IACP) and has received its “Distinguished Faculty Award.” He is also director of curriculum development and quality assurance for The Response Network, IACP's distance learning partner.
