G8.2 Project description: Addition of 2nd NB through lane, bicycle and pedestrian accommodations between the bridge pillars and abutment, new traffic signals, and ADA compliance upgrade of an interchange designed in 1956 and constructed in 1957. Existing LOS at interchange is F and with additional NB lane, interchange LOS will become B. Additional lane included in the project to reduce construction inconvenience, save money with mobilization, traffic control, and signal work being done for the bike/ped accommodation.

MoDOT plans to fund half of the proposed improvements located within MoDOT right of way.
G8.4 Purpose and need: With the recent improvements to Chouteau south of I-35, bicycle and pedestrian facilities are provided from I-35 to Riverfront Road. However, I-35 and Chouteau interchange has no facilities for either user. Interchange also needs an additional northbound through lane and signal replacement with ADA upgrades. Project connects neighborhoods north of I-35 with Chouteau Crossings shopping area.

G19. Transportation Disadvantaged Population: The transportation disadvantage populations will be positively affected by this project. This project will complete the critical part of the bike/ped network that connects EJ area to Chouteau Crossing Center, Lakewood Greenway, Penguin Park, and Golden Oaks Elementary School so that the transportation disadvantaged populations in the area will have better and safer access to public transit, the retails, schools, and parks in the area.

Relevant Public Engagement: A public outreach plan was developed in the initial stage of the project to provide the framework for the project team and the City to get appropriate information out to and get comments from those impacted by the project. Following the guideline in the public outreach plan, the project team conducted meetings with the stakeholders, City Councilmembers, area residents, and etc.
G21. Planned Public Engagement: This project has received a lot positive feedback and support from the community. We plan to continue the public engagement once construction is fully funded so that we can get additional feedback from the community on the construction phasing, traffic control, and etc.

G22.1. Describe CSP relationship: This project uses Envision Manual, TO 2040 and MARCs Complete Streets Design as guideline through project development. Besides improving the safety and functionality of the interchange, this project will also enhance bike and ped connectivity. With improved bike/ped connectivity, many area business such as Sun Fresh, Target, and etc can be conveniently accessed via multi-modal transportatoin.
G23. Implements Sustainable Places Initiatives? Yes
The Chouteau corridor is among the most active sustainable places in the region where a lot redevelopment have occurred in the recent years. This project supports the growth of these sustainable places by improving the bike/ped connectivity and providing opportunities for redevelopment.

High-Intensity and More_Walkable Centers This project will directly serve the Chouteau Crossing center by improving traffic flow between I-35 and the shopping center and by improving walkability between the neighborhoods/transit stops and the shopping center.

This project serves EJ Area 206.40, and it will complete the critical part of the bike/ped network that connects EJ area to Chouteau Crossing Center, Lakewood Greenway, Penguin Park, and Golden Oaks Elementary School so that the transportation disadvantaged populations in the area will have better and safer access to public transit, the retails, schools, and parks in the area.
G26. Reduces greenhouse gas emissions? No
There is significant delay at the interchange of Chouteau Parkway and I-35. Improvements will reduce the delay and associated emission/fuel reduction. Trees will be included in the project to convert CO2 and reduce heat during summer months. With improved bike/ped access, residents will be able to walk to service retails.
G27. Natural Resource information: Project will include trees, shrubs, and BMP to improve water quality.
G28. Community Links at Watershaed Scale: Project is located in the Shoal Creek Watershed. The BMP will improve the water quality and reduce the overall runoff. Trees and shrubs will improve the air quality. Improved bike/ped access to Chouteau Park and Chouteau Trafficway Park reconnect the area residents and business to these parks.

G30.2 Exception to the MARC CSP? No Project will meet MARC Complete Streets Policy by providing sidewalks and bike accommodations where none exist today. This will eliminate a gap along Chouteau Parkway. Stormwater BMP modeled on APWA 5600 will be included to mitigate runoff from the project.

Bike/pedestrian access is certainly needed to get below I-35 on Chouteau Tfwy. Adding an extra lane for northbound will make traffic flow smoother.
