The following are instructors schedule to teach public safety communications trainings during 2020. Course instructors are subject to change without prior notice.

SARALYN HAYES
Public Safety Database/GIS Manager, MARC

Saralyn Hayes is the public safety database/GIS manager for the Mid-America Regional Council (MARC).. Her primary focus is on addressing, database, map, location information and technology associated with it. Saralyn has 25 years of public safety communications experience. She has the certifications of Emergency Number Professional (ENP) through NENA and Registered Public Safety Communications Leader (RPL) through APCO and holds a bachelor’s degree in criminal justice. Saralyn is the Secretary of MoNENA and is the Northwest Regional Ambassador for MoAPCO which has allowed her the opportunity to be involved in statewide activities such as legislation, conferences, committees, etc. She has also had involvement on the national level with different workgroups, projects and committees

CHRISTINA HAYS
911 Supervisor, Independence Police Department

Christina Hays began her career as a dispatcher in September 2009 at Johnson County Emergency Dispatch in Warrensburg, Missouri, and has since worked at Benton County Dispatch and Independence Police Department. She has dispatched for police, fire and emergency medical services and served as shift supervisor for a total of eight years among the three agencies. Her other assignments have included certified training operator, emergency medical dispatch quality assurance coordinator, training coordinator, and lead crisis negotiator. In 2011, she became an EMT to better understand what it was like to work on the other side of the radio and held a part-time EMT position for 10 years of her dispatch career.

ROARKE HOLZSCHUH
Hazmat Technician and Environmental Specialist, Environmental Emergency Response Section, Missouri Department of Natural Resources

Roarke Holzschuh has served as a hazmat technician and environmental specialist for over 20 years with the Missouri Department of Natural Resources’ Environmental Emergency Response Section. He has served as a state on-scene coordinator (SOSC) at over 500 incidents. As a SOSC, his primary role is to help identify and mitigate threats caused by releases of hazardous materials, and to ensure actions are taken that protect first responders, the public and the environment. Holzschuh has conducted training on various topics including: clandestine drug labs, radiological, and hazardous material incident response. He is a graduate of the University of Kansas and currently resides in Kansas City with his family.

KARIN HOUSTON
Special Agent (retired), Federal Bureau of Investigation

Karin L. Houston retired after twenty-three years as a Special Agent with the Federal Bureau of Investigation (FBI). She began her career working domestic and international organized crime and drug investigations. In 2001, Karin joined the San Diego FBI Crisis Negotiation Team. Karin later served at FBI Headquarters in Washington, D.C. in the Weapons of Mass Destruction Directorate, National Preparedness Unit and in the FBI Cyber Division, Intellectual Property Rights Unit. In 2010, she transferred to the Domestic Terrorism/Weapons of Mass Destruction Squad at the FBI Kansas City Division. In 2013, she assumed the role of Crisis Negotiation Coordinator.

ANDREA KHAN
Communications Unit Supervisor, Kansas City, Missouri, Police Department

Andrea Khan is a communications unit supervisor for the Kansas City, Missouri, Police Department with over 23 years of experience. She is an instructor for the Missouri Crisis Intervention for Telecommunicators and PTSD, Burnout training. Andrea is a co-chair of the Education and Resources Committee on MARC’s roving Regional 911 Peer Support Team. She also presents this class during conferences.

SCOTT KIRKPATRICK
President, Fraternal Order of Police Lodge #4, Kansas City, Kansas

With over 20 years of experience in law enforcement, Scott Kirkpatrick serves as a patrolman with the Kansas City, Kansas, Police Department. He is currently a staff instructor assigned to the KCKPD Training Academy. His main areas of focus are law enforcement use of force and emergency vehicle operations. As the KCKPD's emergency vehicle operations coordinator, he is responsible for all instruction and data collection related to vehicle pursuits, stop stick deployments and use of the StarChase pursuit mitigation system. Kirkpatrick is also the president of the Fraternal Order of Police Lodge #4.

MARK LOPEZ
Fire Chief, Garden City Fire Protection District

Mark Lopez is a full-time fire chief with the Garden City Fire Protection District and Ambulance Service. Mark is a 23-year veteran of emergency services. Mark started his career in emergency services as a communications officer where he was certified as a fire service dispatcher, emergency medical dispatcher, an APCO telecommunication training officer, and domestic violence, suicide, and hostage calltaker. From there, Mark began a career in the fire service where he served the citizens of Overland Park, Kansas, for fifteen years. Mark’s experience in the rural and urban settings has been a huge help in his professional growth where he now takes the opportunity to teach and educate another generation of emergency professionals.

JAMES MATTHEW MAY
Director, Wyandotte County, Kansas, Emergency Management

James Matthew “Matt” May is director of Wyandotte County, Kansas, Emergency Management. He is also currently the past chair of the Metropolitan Emergency Mangers Committee (MEMC) for the Kansas City region and co-chair of the WebEOC and Badging & Accountability subcommittees of MEMC. He is the current chair of the Area Maritime Security Committee and the Metropolitan Emergency Communications Council. May is a graduate of the Master Exercise Practitioner Program from the FEMA Emergency Management Institute and is an IAEM Certified Emergency Manager.

DAWN MORRIS
Community Mental Health Liaison, Compass Health

Dawn Morris serves one of 31 community mental health liaisons who cover all 114 counties across the state of Missouri. These liaisons work alongside of law enforcement and courts in counties to assist with mentally ill people who are struggling with symptoms, while providing support and education to law enforcement and courts. Dawn earned a Master of Science in Clinical Psychology from Central Missouri State University, currently the University of Central Missouri, in Warrensburg.
